President - Mike Brackett
Detective Mike Brackett has over 30 years of law enforcement experience with over 24 years in narcotics interdiction. He started with the Louisville Division of Police in 1977 in Louisville, Kentucky serving in the patrol division. He was transferred to the Narcotics Unit early in 1984, where he served until 2002, retiring with over 24 years of service. Hes worked undercover, investigating major narcotics traffickers and parcel interdiction. Hes also a founding member of Louisville first Parcel Interdiction Team that was formed in 1988. Retirement was short lived when he was hired by the Jefferson County Sheriffs Office a month later and returned to the narcotics unit where he currently investigates parcel interdiction. Mike has served with several DEA task forces, hes also received numerous awards & citations including Officer of the Year, Airport Interdiction Unit of the Year & EPIC Officer of the Year, Kentucky Deputy of the Year. He is Secretary of the Kentucky Narcotics Officers Association(KNOA) and a member of the International Narcotics Interdiction Association (INIA).   Email - mike@inia.org

Executive Director - Steve Sloan
Steve Sloan has been a member of the San Diego Police Department for over 26 years. He started working narcotic detection canines in 1985 as the first narcotic detection canine handler for the department. In 1988, Steve developed and taught the first narcotic detection canine class for the San Diego Police Department. Steve was the lead narcotic detection canine trainer for the San Diego Police Department from 1988 to 1993. In 1993 Detective Sloan was promoted to Detectives and transferred to the Narcotics Section. Steve was assigned to the San Diego International Airport Harbor Narcotic Task Force as a Detective/Canine handler from 1993 to 1996. Steve developed a narcotic detection canine program for the Investigation Bureau of the San Diego Police Department and currently has three additional narcotic detection canines assigned for training. Steve was assigned to the Drug Enforcement Administration, San Diego Integrated Narcotic Task Force Parcel Interdiction team from 1996 to 2004. He was assigned parcel/freight investigations for eight years and is currently assigned again to the San Diego Airport interdiction team. Steve is the current president of the California Narcotic Canine Association, certifying official, executive board member and is one of its founding members. Steve is also a member of the board of directors of the International Narcotic Interdiction Association. Steve was the California Narcotic Officers Association Region IV Chairman from 1992 through 1996. Steve has instructed for the Drug Enforcement Administration, JETWAY, SKYNARC, INIA, California Narcotic Officers Association, Arizona Narcotic Officers Association, California Narcotic Canine Association, State of California Bureau of Narcotic Enforcement and San Diego Police Department. Steve has acquired extensive knowledge and expertise in working narcotic detection canines, canine case law, canine court testimony, parcel interdiction and airport interdiction. . Sloan is an internationally recognized expert on narcotic detection dogs and their training. He has lectured throughout the United States, as well as in Brazil, Germany, Egypt, Mexico and Saipan Steve has testified as a State of California and Federal court recognized expert in the fields of narcotic canine detection and training and parcel interdiction.

Training Director Benny Goodman
Benny recently retired from the Metro Nashville Police Department. His last year was in the Special Investigations Division/Narcotics Section and prior to that he was assigned to the DEA Task Force for 10 years - most of which was at the Nashville Airport Interdiction Unit. Benny retired from the PD on July 15th, 2005 with 28 years of service. On July 18th, 2005 he took a position with the 21st Judicial Drug Task Force and was assigned to the DEA Task Force, and now  back at the Nashville Airport.

Carl Wall

Carl began his law enforcement career in 1993 with the North Carolina State University Public Safety. In 1994 Carl was hired as a Deputy Sheriff for the Wake County Sheriff's Office and worked patrol for nearly 5 years. In 1998 Carl was hired as a Special Agent with the North Carolina State Bureau of Investigation and was assigned to work Narcotics. Initially working in Fayetteville, North Carolina, Carl was assigned as a DEA Task Force Officer in the Wilmington Resident Office in July of 2000. Today, Carl continues to be apart of the DEA Task Force in the Raleigh R/O and is assigned to Wake County working both highway and airport interdiction. Carl has been apart of some of North Carolina's largest money seizures including a 2.2 & 1.5 million dollar seizure.

Mark Parker

Mark Parker is a past president of INIA and 2001 INIA Officer of Year winner. He has lectured on all phases of criminal interdiction internationally and domestically.

Steve Hart
Steven Hart has over 20 years of law enforcement experience and has been a Special Agent (SA) with the Drug Enforcement Administration (DEA) since 1996. Prior to joining the DEA he was a police officer in Dallas and Waco, Texas and Brunswick, Ohio. He was previously assigned to the Orange County (John Wayne) Airport where he worked airport interdiction from 1997 to 2003. While working Airport interdiction SA Hart was able to follow up on several interdiction seizures and evolve them into wire tap investigations. While assigned to the Orange County Airport, he also began conducting other types of interdiction investigations including Auto Shippers. SA Hart has been instrumental in starting auto shipping interdiction in the Los Angeles area and other locations throughout the United States. He is currently assigned to the Task Force Group of the Orange County Resident Office in the Los Angeles Field Division where he works a variety of investigations including interdiction, buy/bust, and wire tap cases. SA Hart has instructed at INIA conferences since 2002 and his classes have been well received at both INIA conferences and state and local venues.

Shane Daugherty
Shane Daugherty began his career in narcotic enforcement in 1996 at the 17th Judicial District Drug Task Force. During his employment with the 17th Drug Task Force, he rose to the rank of Assistant Director. In 2001, Daugherty left the 17th Drug Task Force and accepted a position as a Detective Corporal at the Lewisburg Police Department. Shortly thereafter in April 2002, Daugherty accepted a position at the 21st Judicial Drug Task Force as a Criminal Interdiction Officer. Daugherty was assigned to the DEA Task Force in Nashville as a narcotic canine handle until 2005. Daugherty is currently a Lieutenant and the supervisor of the Interstate Criminal Enforcement Team of the 17th Judicial Drug Task Force.

Daugherty is a graduate from the DEA Drug Unit Commander?s Academy and is certified as a Narcotic Canine Handler through the National Drug Detector Dog Association. Daugherty was honored as the 2005 Officer of the Year by the Tennessee Narcotic Officers? Association. Shane Daugherty also was NCEA 2008 Interdiction Officer of the Year (Runner Up), and the Tennessee Narcotic Officers? Association 2008 Interdiction Officer of the Year. Daugherty is the past President of the Tennessee Narcotic Officer?s Association, a member of the Fraternal Order of Police and the National Criminal Enforcement Officer?s Association.
