Join us May 10- May 14, 2026 in San Diego, California for the annual INIA Drug/Terrorist Interdiction Conference! Attend exciting sessions on law enforcement-related topics taught by the most respected instructors in their fields. Networking opportunities abound as this event will be attended by federal, state, and local law enforcement officers from all over the United States.
All attendees must be a current sworn law enforcement officer, police attorney, prosecutor or intelligence analyst. Credentials will be verified at registration.

INIA room rate is $199 which is the 2026 Federal per diem rate and is only guaranteed for the dates of May 10 – May 15, 2026 (Sunday through Thursday night). Reservation dates other than these are subject to the hotel’s rates and may not be available. Kiki Camarena and Operation Leyenda
DEA Special Agent Enrique “Kiki” Camarena was kidnapped outside the
US Consulate in Guadalajara on February 7, 1985 on his way to meet his
wife, Geneva or “Mika” who reported him missing. When his supervisor
urgently asked for assistance, the Government of Mexico dragged their
feet, down-played the abduction, constantly impeded the operation to find
“Kiki” and ultimately, staged the discovery of his body after extreme
pressure by the US government and press. Agent Camarena’s murderer,
Rafael Caro-Quintero, was arrested in 1985, convicted and imprisoned in
Mexico until a corrupt judge released him in
2013. Although the US requested extradition, Mexico never extradited him.
On July 15, 2023, Caro-Quintero was arrested in Mexico. On February 28,
2025 he was expelled from Mexico to the US. After 40 years, he will finally
face the consequences for the violent murder of Agent Camarena. The case agent,
Steve Paris, will discuss this frustrating and complex case known as “Operation Leyenda”.
